今天(tian),我們召開全(quan)國(guo)生態(tai)環(huan)(huan)(huan)境系統(tong)深(shen)(shen)化“放(fang)管(guan)服”改(gai)(gai)革轉變政府職(zhi)能(neng)(neng)視(shi)頻會(hui)議,主要(yao)任(ren)務是以習近(jin)(jin)(jin)平(ping)新時(shi)代中(zhong)(zhong)國(guo)特色社會(hui)主義思想(xiang)(xiang)為指導,深(shen)(shen)入貫(guan)徹黨的十九大、十九屆二中(zhong)(zhong)和三(san)中(zhong)(zhong)全(quan)會(hui)精神(shen),全(quan)面貫(guan)徹習近(jin)(jin)(jin)平(ping)生態(tai)文明思想(xiang)(xiang)和全(quan)國(guo)生態(tai)環(huan)(huan)(huan)境保護(hu)大會(hui)精神(shen),認真落(luo)實(shi)2018年全(quan)國(guo)深(shen)(shen)化“放(fang)管(guan)服”改(gai)(gai)革轉變政府職(zhi)能(neng)(neng)電視(shi)電話會(hui)議部署和要(yao)求,深(shen)(shen)入總(zong)結近(jin)(jin)(jin)年來生態(tai)環(huan)(huan)(huan)境領域“放(fang)管(guan)服”改(gai)(gai)革成效,部署當(dang)前和今后一(yi)個時(shi)期重點(dian)工作(zuo),推動生態(tai)環(huan)(huan)(huan)境治理(li)體(ti)系和治理(li)能(neng)(neng)力現代化,支(zhi)撐經(jing)(jing)濟高質量發(fa)展和生態(tai)環(huan)(huan)(huan)境高水(shui)平(ping)保護(hu),為打好(hao)污染防治攻(gong)堅戰(zhan)、實(shi)現經(jing)(jing)濟社會(hui)持續(xu)健康發(fa)展提供堅強(qiang)保障(zhang)。

“放管(guan)(guan)服(fu)(fu)”改(gai)(gai)革是(shi)黨中央、國(guo)(guo)務院重要(yao)決(jue)策部(bu)署。為深(shen)入推進(jin)“放管(guan)(guan)服(fu)(fu)”改(gai)(gai)革,我部(bu)提出在(zai)全國(guo)(guo)生(sheng)態環(huan)境(jing)系統開(kai)(kai)展“四個(ge)一(yi)(yi)(yi)”的工作部(bu)署,即(ji)“開(kai)(kai)一(yi)(yi)(yi)個(ge)會、發(fa)(fa)一(yi)(yi)(yi)個(ge)文件、解(jie)決(jue)一(yi)(yi)(yi)批(pi)實際(ji)問(wen)題、開(kai)(kai)展一(yi)(yi)(yi)輪宣傳引導”。 這(zhe)次(ci)會議是(shi)生(sheng)態環(huan)境(jing)部(bu)組建以來召開(kai)(kai)的第一(yi)(yi)(yi)次(ci)“放管(guan)(guan)服(fu)(fu)”改(gai)(gai)革視頻會議,一(yi)(yi)(yi)直開(kai)(kai)到區縣一(yi)(yi)(yi)級,是(shi)“四個(ge)一(yi)(yi)(yi)”工作部(bu)署的一(yi)(yi)(yi)部(bu)分。8月28日,生(sheng)態環(huan)境(jing)部(bu)常務會審議通過(guo)《關于生(sheng)態環(huan)境(jing)領域(yu)進(jin)一(yi)(yi)(yi)步深(shen)化“放管(guan)(guan)服(fu)(fu)”改(gai)(gai)革 推動經濟(ji)高質量發(fa)(fa)展的指導意見》,在(zai)進(jin)一(yi)(yi)(yi)步征求(qiu)地方意見的基(ji)礎上,已于昨天發(fa)(fa)布實施。今天下午,我部(bu)還將(jiang)舉(ju)行(xing)例行(xing)新(xin)聞發(fa)(fa)布會,重點圍繞生(sheng)態環(huan)境(jing)領域(yu)“放管(guan)(guan)服(fu)(fu)”改(gai)(gai)革進(jin)行(xing)政策宣傳解(jie)讀(du)。這(zhe)些(xie)都充分體現了生(sheng)態環(huan)境(jing)部(bu)黨組和全國(guo)(guo)生(sheng)態環(huan)境(jing)系統對深(shen)化“放管(guan)(guan)服(fu)(fu)”改(gai)(gai)革、轉變政府職能的高度重視。

下面(mian),我講幾(ji)點意見。

一、充分認(ren)識深化生(sheng)態環境領域“放管服”改革的重大(da)意義

黨中(zhong)央(yang)、國務(wu)(wu)院高度重(zhong)視深(shen)(shen)(shen)(shen)化(hua)(hua)“放管(guan)(guan)服(fu)”改(gai)(gai)(gai)革。習近(jin)平總書記在黨的十九屆(jie)三中(zhong)全會上強調,要(yao)(yao)清理和規范各(ge)類行政(zheng)許可、資(zi)質資(zi)格、中(zhong)介(jie)服(fu)務(wu)(wu)等管(guan)(guan)理事(shi)項(xiang),并多(duo)次(ci)就(jiu)深(shen)(shen)(shen)(shen)化(hua)(hua)簡政(zheng)放權(quan)、轉變(bian)政(zheng)府(fu)職能以(yi)及深(shen)(shen)(shen)(shen)化(hua)(hua)生態環境監管(guan)(guan)體制改(gai)(gai)(gai)革作出重(zhong)要(yao)(yao)指示(shi)批示(shi),為深(shen)(shen)(shen)(shen)入推進(jin)生態環境領(ling)域(yu)“放管(guan)(guan)服(fu)”改(gai)(gai)(gai)革指明(ming)前(qian)進(jin)方(fang)向(xiang),提供根本遵循。國務(wu)(wu)院連續4年就(jiu)深(shen)(shen)(shen)(shen)化(hua)(hua)“放管(guan)(guan)服(fu)”改(gai)(gai)(gai)革、轉變(bian)政(zheng)府(fu)職能召開電視電話(hua)(hua)會議,李克強總理均出席(xi)并發表(biao)重(zhong)要(yao)(yao)講(jiang)話(hua)(hua),全面(mian)闡(chan)述(shu)深(shen)(shen)(shen)(shen)化(hua)(hua)“放管(guan)(guan)服(fu)”改(gai)(gai)(gai)革的重(zhong)大意義(yi)和深(shen)(shen)(shen)(shen)刻內(nei)涵(han),統籌安排部署深(shen)(shen)(shen)(shen)化(hua)(hua)“放管(guan)(guan)服(fu)”改(gai)(gai)(gai)革工(gong)作,也對深(shen)(shen)(shen)(shen)化(hua)(hua)生態環境領(ling)域(yu)“放管(guan)(guan)服(fu)”改(gai)(gai)(gai)革提出明(ming)確(que)任(ren)務(wu)(wu)要(yao)(yao)求。我們必須深(shen)(shen)(shen)(shen)入學習領(ling)會,充分(fen)認識和牢(lao)牢(lao)把握進(jin)一步深(shen)(shen)(shen)(shen)化(hua)(hua)“放管(guan)(guan)服(fu)”改(gai)(gai)(gai)革的重(zhong)大意義(yi),加快推動黨中(zhong)央(yang)、國務(wu)(wu)院決策部署在生態環境領(ling)域(yu)落地見效。

(一)深化“放管(guan)服(fu)”改(gai)革(ge)是(shi)(shi)新(xin)時代(dai)推(tui)動(dong)經濟(ji)高(gao)質(zhi)量發(fa)(fa)(fa)展(zhan)(zhan)的內在(zai)(zai)要(yao)(yao)(yao)求(qiu)。“放管(guan)服(fu)”改(gai)革(ge)旨(zhi)在(zai)(zai)推(tui)動(dong)政(zheng)府(fu)職能深刻轉變(bian),使(shi)市場(chang)(chang)(chang)在(zai)(zai)資源配置中(zhong)起決定(ding)性作(zuo)用和(he)更好發(fa)(fa)(fa)揮政(zheng)府(fu)作(zuo)用,這是(shi)(shi)一場(chang)(chang)(chang)重塑(su)政(zheng)府(fu)和(he)市場(chang)(chang)(chang)關(guan)(guan)系、刀刃向內的政(zheng)府(fu)自身(shen)革(ge)命(ming),也(ye)是(shi)(shi)實(shi)現(xian)經濟(ji)穩中(zhong)向好的關(guan)(guan)鍵一招(zhao)。進入新(xin)時代(dai),要(yao)(yao)(yao)實(shi)現(xian)經濟(ji)高(gao)質(zhi)量發(fa)(fa)(fa)展(zhan)(zhan),從(cong)根本上(shang)還是(shi)(shi)要(yao)(yao)(yao)在(zai)(zai)改(gai)革(ge)上(shang)下功夫(fu)、在(zai)(zai)體(ti)制創(chuang)新(xin)上(shang)下功夫(fu),切(qie)實(shi)把市場(chang)(chang)(chang)活力最大(da)限度(du)激發(fa)(fa)(fa)出來(lai),把人民群眾創(chuang)造力最大(da)限度(du)調(diao)動(dong)起來(lai),推(tui)動(dong)經濟(ji)走(zou)上(shang)依靠創(chuang)新(xin)提質(zhi)增效的發(fa)(fa)(fa)展(zhan)(zhan)路(lu)子,從(cong)產(chan)業鏈低端向中(zhong)高(gao)端邁進。生態環境保(bao)護是(shi)(shi)政(zheng)府(fu)重要(yao)(yao)(yao)的職能,是(shi)(shi)調(diao)整(zheng)經濟(ji)結構、轉變(bian)經濟(ji)增長(chang)方式(shi)的重要(yao)(yao)(yao)抓手(shou),也(ye)是(shi)(shi)推(tui)動(dong)經濟(ji)社會(hui)持(chi)續(xu)健(jian)康發(fa)(fa)(fa)展(zhan)(zhan)的重要(yao)(yao)(yao)內容,與市場(chang)(chang)(chang)和(he)經濟(ji)發(fa)(fa)(fa)展(zhan)(zhan)的關(guan)(guan)系密不可分,在(zai)(zai)“放管(guan)服(fu)”改(gai)革(ge)這場(chang)(chang)(chang)政(zheng)府(fu)自身(shen)革(ge)命(ming)中(zhong)承擔著重要(yao)(yao)(yao)責任和(he)使(shi)命(ming)。

必須進(jin)(jin)一步深(shen)化生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)領域“放(fang)管服”改革,充(chong)分發(fa)(fa)揮(hui)生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)保護(hu)優(you)化市場(chang)資源配(pei)置(zhi)、推動(dong)(dong)經濟高質量(liang)發(fa)(fa)展(zhan)的作用(yong)。要深(shen)入貫徹習(xi)近平(ping)生(sheng)態(tai)(tai)文明思(si)想(xiang),堅持人與自然和諧共生(sheng),正確處理生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)保護(hu)與經濟社會發(fa)(fa)展(zhan)關系(xi),加(jia)快推動(dong)(dong)形成節約(yue)資源和保護(hu)生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)的空(kong)間(jian)格局、產業結(jie)構、生(sheng)產方(fang)式、生(sheng)活(huo)方(fang)式。要加(jia)快推進(jin)(jin)供給側結(jie)構性改革,以生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)保護(hu)倒逼經濟結(jie)構調整和轉型升級,充(chong)分釋放(fang)發(fa)(fa)展(zhan)活(huo)力(li),激發(fa)(fa)有效(xiao)投(tou)資空(kong)間(jian),引導穩(wen)定市場(chang)預期。要強化生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)執法監管,營造良(liang)(liang)好(hao)的市場(chang)環(huan)(huan)境(jing)(jing)(jing),促進(jin)(jin)公平(ping)競爭、優(you)勝劣汰(tai),防止劣幣(bi)驅逐良(liang)(liang)幣(bi),讓無效(xiao)低效(xiao)產能特別是“僵尸企(qi)業”退出(chu),實現市場(chang)出(chu)清,使(shi)資源得到高效(xiao)配(pei)置(zhi)和利用(yong)。

(二)深化“放管服”改(gai)革是(shi)打(da)好污(wu)(wu)染防治攻(gong)(gong)(gong)堅戰(zhan)的(de)重(zhong)要保障。黨的(de)十九大提出(chu),要堅決打(da)好防范(fan)化解重(zhong)大風險、精準(zhun)脫貧(pin)、污(wu)(wu)染防治三大攻(gong)(gong)(gong)堅戰(zhan)。今年4月2日(ri),習近(jin)平(ping)總書(shu)記(ji)主持召(zhao)開中(zhong)央(yang)財(cai)經(jing)委員會(hui)(hui)第一次會(hui)(hui)議(yi),研(yan)究打(da)好污(wu)(wu)染防治攻(gong)(gong)(gong)堅戰(zhan)的(de)思路(lu)和舉措。5月18日(ri)至19日(ri),黨中(zhong)央(yang)、國務(wu)院召(zhao)開全(quan)國生(sheng)態環(huan)境(jing)保護(hu)大會(hui)(hui),習近(jin)平(ping)總書(shu)記(ji)出(chu)席會(hui)(hui)議(yi)并(bing)發表重(zhong)要講(jiang)話,對全(quan)面加強(qiang)生(sheng)態環(huan)境(jing)保護(hu)、堅決打(da)好污(wu)(wu)染防治攻(gong)(gong)(gong)堅戰(zhan)作出(chu)再部署,提出(chu)新(xin)要求。6月16日(ri),中(zhong)共中(zhong)央(yang)、國務(wu)院印發《關于全(quan)面加強(qiang)生(sheng)態環(huan)境(jing)保護(hu) 堅決打(da)好污(wu)(wu)染防治攻(gong)(gong)(gong)堅戰(zhan)的(de)意見》,明確(que)了打(da)好污(wu)(wu)染防治攻(gong)(gong)(gong)堅戰(zhan)的(de)時間(jian)表、路(lu)線圖、任務(wu)書(shu)。

打好污染(ran)防治(zhi)攻(gong)堅戰,是(shi)(shi)黨中(zhong)央交給(gei)我們的(de)重大任(ren)務,是(shi)(shi)一場大仗、硬仗、苦(ku)仗,時(shi)間緊、任(ren)務重、難度大,需要(yao)(yao)付出(chu)極其艱苦(ku)的(de)努力,需要(yao)(yao)多方面保障支(zhi)撐。必(bi)須進一步深化生(sheng)(sheng)態環境(jing)領域“放管服(fu)”改革,加(jia)(jia)快改革以審批發證為主(zhu)要(yao)(yao)內容(rong)的(de)傳統管理模式,把工作重點和(he)更多行政資源轉向加(jia)(jia)強(qiang)事中(zhong)事后(hou)監(jian)管和(he)提供公共生(sheng)(sheng)態環境(jing)服(fu)務上來,切實做好簡化行政審批、減稅降(jiang)費等“減法”,做好加(jia)(jia)強(qiang)監(jian)管的(de)“加(jia)(jia)法”和(he)優化服(fu)務的(de)“乘(cheng)法”,調動(dong)企業和(he)公眾參與生(sheng)(sheng)態環境(jing)保護(hu)的(de)積(ji)極性和(he)主(zhu)動(dong)性,推動(dong)形成群策群力、齊抓共管、全(quan)社(she)會(hui)廣泛(fan)參與的(de)生(sheng)(sheng)態環境(jing)保護(hu)大格局,堅決打好打勝(sheng)污染(ran)防治(zhi)攻(gong)堅戰。

(三)深化“放(fang)管服(fu)”改(gai)革(ge)是推(tui)(tui)進生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)治理(li)體系(xi)和治理(li)能(neng)力現(xian)代化的(de)(de)戰略舉措(cuo)。習近平總書記在全國(guo)(guo)生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)保(bao)(bao)(bao)護(hu)大會(hui)上指出,要(yao)通過加快構建(jian)生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)文(wen)明體系(xi),使(shi)我國(guo)(guo)經濟發展質(zhi)量和效益顯著提(ti)升,確保(bao)(bao)(bao)到2035年生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)質(zhi)量實(shi)現(xian)根本好轉,生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)領域(yu)國(guo)(guo)家(jia)治理(li)體系(xi)和治理(li)能(neng)力現(xian)代化基(ji)(ji)本實(shi)現(xian),美(mei)麗中國(guo)(guo)目標基(ji)(ji)本實(shi)現(xian)。《深化黨和國(guo)(guo)家(jia)機構改(gai)革(ge)方案》明確,整合原環(huan)境(jing)(jing)(jing)保(bao)(bao)(bao)護(hu)部職(zhi)責(ze)及其他6部門相關職(zhi)責(ze),組建(jian)生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)部,統一行使(shi)生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)和城鄉各類(lei)污染排(pai)放(fang)監管與(yu)行政執(zhi)法職(zhi)責(ze),充分體現(xian)了以習近平同(tong)志(zhi)為(wei)核心的(de)(de)黨中央對生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)保(bao)(bao)(bao)護(hu)事業的(de)(de)高度(du)重視,為(wei)在更高水平上推(tui)(tui)進生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)治理(li)體系(xi)和治理(li)能(neng)力現(xian)代化奠定了堅實(shi)基(ji)(ji)礎。

在新時代推(tui)進(jin)生(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)領域“放(fang)管(guan)(guan)服”改革,必(bi)須(xu)按(an)照(zhao)黨中央(yang)、國務(wu)院決策部(bu)(bu)署,深(shen)入推(tui)進(jin)簡政(zheng)(zheng)放(fang)權(quan),敢于(yu)啃(ken)政(zheng)(zheng)府職能轉變(bian)的(de)“硬骨頭”,推(tui)動生(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)部(bu)(bu)門從以直接管(guan)(guan)理(li)(li)(li)(li)為主(zhu)轉向(xiang)監(jian)(jian)督(du)管(guan)(guan)理(li)(li)(li)(li)為主(zhu),當好“監(jian)(jian)管(guan)(guan)者”,推(tui)動落實“黨政(zheng)(zheng)同責(ze)、一崗雙責(ze)”,構建“大(da)生(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)保護”格(ge)局。要把不該(gai)由生(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)部(bu)(bu)門管(guan)(guan)理(li)(li)(li)(li)的(de)事(shi)項交給(gei)市場(chang)或(huo)社會,把該(gai)管(guan)(guan)的(de)事(shi)項切實管(guan)(guan)住管(guan)(guan)好,努力在破解(jie)政(zheng)(zheng)府職能缺位(wei)(wei)、錯(cuo)位(wei)(wei)、越位(wei)(wei)問(wen)題(ti)上(shang)探索(suo)走出新的(de)路子(zi),積(ji)極推(tui)進(jin)生(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)管(guan)(guan)理(li)(li)(li)(li)理(li)(li)(li)(li)念(nian)進(jin)步、管(guan)(guan)理(li)(li)(li)(li)方式變(bian)革、管(guan)(guan)理(li)(li)(li)(li)手(shou)段創新、管(guan)(guan)理(li)(li)(li)(li)效率提升。要將生(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)事(shi)業發(fa)展放(fang)在政(zheng)(zheng)府行(xing)(xing)(xing)(xing)政(zheng)(zheng)體制(zhi)(zhi)改革的(de)大(da)框架(jia)下來(lai)認識、來(lai)推(tui)進(jin),以“壯士斷(duan)腕”的(de)決心,改革生(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)系統內部(bu)(bu)管(guan)(guan)理(li)(li)(li)(li)制(zhi)(zhi)度,進(jin)行(xing)(xing)(xing)(xing)行(xing)(xing)(xing)(xing)政(zheng)(zheng)流程再(zai)造。要最(zui)大(da)程度對(dui)接群眾(zhong)需(xu)求,最(zui)大(da)限度減少審批許可,從源頭上(shang)減少權(quan)力尋(xun)租問(wen)題(ti),進(jin)一步提高生(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)部(bu)(bu)門的(de)公信力和執(zhi)行(xing)(xing)(xing)(xing)力,不斷(duan)提升生(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)治(zhi)理(li)(li)(li)(li)體系和治(zhi)理(li)(li)(li)(li)能力現代化水平(ping)。

二、準確把(ba)握生(sheng)態環境領(ling)域“放(fang)管服”改革面臨(lin)的形勢

黨的十八大以(yi)來,我部(bu)認真貫徹落實黨中央、國務院關于(yu)“放(fang)管服(fu)(fu)”改革的決策(ce)部(bu)署,不斷加大簡政放(fang)權和職(zhi)能轉變力度,持續推動生態環境領域“放(fang)管服(fu)(fu)”改革向(xiang)縱深推進,取得(de)明顯成效。

二是為(wei)促進(jin)就業創業降門(men)檻(jian)。推(tui)進(jin)“證(zheng)照(zhao)分(fen)離(li)”和市場(chang)準入(ru)(ru)負(fu)面(mian)清(qing)單(dan)試點(dian)(dian)改(gai)(gai)革,落實(shi)國(guo)務院《關于在更大范圍推(tui)進(jin)“證(zheng)照(zhao)分(fen)離(li)”改(gai)(gai)革試點(dian)(dian)工(gong)(gong)作的(de)意見》,支持在浦(pu)東試點(dian)(dian)基礎上,將(jiang)“證(zheng)照(zhao)分(fen)離(li)”改(gai)(gai)革試點(dian)(dian)范圍擴大到天津(jin)等地的(de)10個自貿試驗區。積極(ji)配合發展改(gai)(gai)革委,提(ti)出生(sheng)態(tai)環境(jing)領域的(de)負(fu)面(mian)清(qing)單(dan),并納入(ru)(ru)《市場(chang)準入(ru)(ru)負(fu)面(mian)清(qing)單(dan)(2018年版)》。加快生(sheng)態(tai)環境(jing)部(bu)(bu)門(men)權力(li)和責任清(qing)單(dan)研究(jiu),跟蹤研究(jiu)7個試點(dian)(dian)部(bu)(bu)門(men)和各地權力(li)責任清(qing)單(dan),開(kai)展生(sheng)態(tai)環境(jing)部(bu)(bu)權力(li)責任清(qing)單(dan)前(qian)期(qi)研究(jiu)工(gong)(gong)作,梳理權力(li)責任事項(xiang)、設計清(qing)單(dan)框架、確定清(qing)單(dan)內容。

三(san)是為激發(fa)有效投資(zi)拓(tuo)空(kong)間(jian)。深入推進投資(zi)項目環評(ping)審(shen)批改(gai)革(ge),多(duo)次修訂(ding)《建設項目環境(jing)(jing)影響評(ping)價分(fen)類(lei)管理名錄》,適當簡化(hua)環評(ping)文件類(lei)別,報告書(shu)類(lei)別項目由40%降至38%;告知性(xing)(xing)備(bei)案實(shi)現網上辦理,用(yong)戶從注冊、填報到成功提(ti)交平均用(yong)時10分(fen)鐘。加快清理規范環境(jing)(jing)認(ren)(ren)證(zheng)(zheng)事項,組(zu)織開展中國環境(jing)(jing)標(biao)志改(gai)革(ge)試點,鼓勵(li)更多(duo)第三(san)方機(ji)構開展認(ren)(ren)證(zheng)(zheng)活動,提(ti)高市場化(hua)水(shui)平,進一(yi)步增強認(ren)(ren)證(zheng)(zheng)標(biao)準的統一(yi)性(xing)(xing)和權(quan)威(wei)性(xing)(xing)。加快培(pei)育農(nong)(nong)業(ye)農(nong)(nong)村污(wu)染治理等新興環保(bao)市場,會(hui)同財(cai)政部印發(fa)《全國農(nong)(nong)村環境(jing)(jing)綜合整治“十三(san)五”規劃》,積極培(pei)育農(nong)(nong)業(ye)面(mian)源(yuan)污(wu)染治理、農(nong)(nong)村污(wu)水(shui)垃(la)圾處理市場主(zhu)體;聯(lian)合印發(fa)《關(guan)于政府參與(yu)的污(wu)水(shui)垃(la)圾處理項目全面(mian)實(shi)施(shi)PPP模式(shi)的通(tong)知》,充分(fen)吸(xi)引(yin)社會(hui)資(zi)本參與(yu),促(cu)進污(wu)水(shui)垃(la)圾處理行(xing)業(ye)持續發(fa)展。

四是為公(gong)平營(ying)商創條件。全(quan)(quan)(quan)面(mian)推(tui)(tui)進生態(tai)(tai)環境(jing)(jing)(jing)監(jian)管“雙隨(sui)機(ji)(ji)(ji)(ji)、一(yi)公(gong)開(kai)”,印發(fa)(fa)《關于(yu)進一(yi)步加強環境(jing)(jing)(jing)執法(fa)“雙隨(sui)機(ji)(ji)(ji)(ji)、一(yi)公(gong)開(kai)”工作的(de)通知》,實現全(quan)(quan)(quan)國(guo)所有(you)(you)市(shi)(shi)、縣級環境(jing)(jing)(jing)執法(fa)機(ji)(ji)(ji)(ji)構“雙隨(sui)機(ji)(ji)(ji)(ji)、一(yi)公(gong)開(kai)”全(quan)(quan)(quan)覆蓋(gai)。今年上半(ban)年,全(quan)(quan)(quan)國(guo)采(cai)用(yong)“雙隨(sui)機(ji)(ji)(ji)(ji)”方(fang)式開(kai)展生態(tai)(tai)環境(jing)(jing)(jing)執法(fa)檢查(cha)(cha)26.3萬家次,隨(sui)機(ji)(ji)(ji)(ji)抽(chou)查(cha)(cha)發(fa)(fa)現并(bing)查(cha)(cha)處(chu)違(wei)法(fa)問題1.3萬個。嚴厲打(da)擊生態(tai)(tai)環境(jing)(jing)(jing)監(jian)測數據造假(jia)等(deng)(deng)違(wei)法(fa)違(wei)規行為,推(tui)(tui)動出臺(tai)《關于(yu)深化環境(jing)(jing)(jing)監(jian)測改(gai)革提高環境(jing)(jing)(jing)監(jian)測數據質量的(de)意見》,嚴肅查(cha)(cha)處(chu)山西臨汾等(deng)(deng)環境(jing)(jing)(jing)監(jian)測數據造假(jia)行為,移交(jiao)司法(fa)機(ji)(ji)(ji)(ji)關追(zhui)究(jiu)刑事責(ze)任,約談相關地方(fang)政府。建立健全(quan)(quan)(quan)生態(tai)(tai)環境(jing)(jing)(jing)領域失信(xin)聯合懲戒機(ji)(ji)(ji)(ji)制,聯合發(fa)(fa)展改(gai)革委等(deng)(deng)部(bu)(bu)門制定《企業(ye)環境(jing)(jing)(jing)信(xin)用(yong)評價辦法(fa)》等(deng)(deng)文件,全(quan)(quan)(quan)國(guo)已(yi)有(you)(you)超過10個省級、60個市(shi)(shi)級、200個縣級生態(tai)(tai)環境(jing)(jing)(jing)部(bu)(bu)門開(kai)展企業(ye)環境(jing)(jing)(jing)信(xin)用(yong)評價。持續向全(quan)(quan)(quan)國(guo)信(xin)用(yong)信(xin)息共享平臺(tai)推(tui)(tui)送(song)行政處(chu)罰(fa)、行政許可等(deng)(deng)企業(ye)環境(jing)(jing)(jing)信(xin)息,推(tui)(tui)動商業(ye)銀行將按日計(ji)罰(fa)、行政拘留等(deng)(deng)重大行政處(chu)罰(fa)文書納入信(xin)貸(dai)審批和(he)貸(dai)后監(jian)管流程(cheng)。

五是為群眾辦事生活增便利(li)。持續開展“減證便民(min)”行動,進(jin)一(yi)(yi)步壓縮行政(zheng)審(shen)(shen)(shen)(shen)批(pi)申(shen)請材料、辦理(li)時(shi)限(xian),新化(hua)學(xue)物質網(wang)上(shang)(shang)申(shen)報及本地管(guan)理(li)系(xi)(xi)(xi)統(tong)、核(he)設(she)備(bei)監管(guan)信息(xi)系(xi)(xi)(xi)統(tong)上(shang)(shang)線運行,國(guo)家(jia)核(he)技(ji)術利(li)用輻射安全(quan)管(guan)理(li)系(xi)(xi)(xi)統(tong)完(wan)成升級改造,新化(hua)學(xue)物質環(huan)境(jing)(jing)管(guan)理(li)登(deng)記審(shen)(shen)(shen)(shen)批(pi)申(shen)請材料進(jin)一(yi)(yi)步優(you)化(hua)。2018年上(shang)(shang)半(ban)年,生態環(huan)境(jing)(jing)部(bu)(bu)共(gong)受理(li)行政(zheng)審(shen)(shen)(shen)(shen)批(pi)事項(xiang)11347件,全(quan)部(bu)(bu)按時(shi)辦結,實(shi)現(xian)審(shen)(shen)(shen)(shen)批(pi)時(shi)限(xian)“零超時(shi)”。推動生態環(huan)境(jing)(jing)數據聯網(wang)共(gong)享,組織開展環(huan)保(bao)政(zheng)務(wu)信息(xi)系(xi)(xi)(xi)統(tong)整合(he)(he)共(gong)享專項(xiang)督查(cha)和各類非涉密信息(xi)系(xi)(xi)(xi)統(tong)調查(cha),完(wan)善生態環(huan)境(jing)(jing)保(bao)護主題信息(xi)資(zi)源目(mu)(mu)(mu)錄編制(zhi),完(wan)成部(bu)(bu)內生態環(huan)境(jing)(jing)信息(xi)資(zi)源目(mu)(mu)(mu)錄梳(shu)理(li)和涉及10個部(bu)(bu)委的生態環(huan)境(jing)(jing)大數據資(zi)源主題目(mu)(mu)(mu)錄,完(wan)成16個司(si)局(ju)69個業務(wu)系(xi)(xi)(xi)統(tong)數據整合(he)(he)。進(jin)一(yi)(yi)步推進(jin)“互(hu)聯網(wang)+政(zheng)務(wu)服(fu)(fu)務(wu)”,完(wan)成生態環(huan)境(jing)(jing)部(bu)(bu)互(hu)聯網(wang)政(zheng)務(wu)服(fu)(fu)務(wu)門戶改造,啟動生態環(huan)境(jing)(jing)部(bu)(bu)政(zheng)務(wu)服(fu)(fu)務(wu)綜(zong)合(he)(he)平(ping)臺(tai)項(xiang)目(mu)(mu)(mu)建設(she)。建立網(wang)上(shang)(shang)審(shen)(shen)(shen)(shen)批(pi)數據資(zi)源庫,整合(he)(he)集成建設(she)項(xiang)目(mu)(mu)(mu)環(huan)評、新化(hua)學(xue)物質環(huan)境(jing)(jing)管(guan)理(li)登(deng)記等行政(zheng)審(shen)(shen)(shen)(shen)批(pi)系(xi)(xi)(xi)統(tong),構建“一(yi)(yi)站式”辦事平(ping)臺(tai)。

地(di)方(fang)(fang)(fang)各(ge)級生(sheng)態(tai)(tai)環(huan)(huan)(huan)(huan)(huan)境(jing)(jing)部門(men)堅持問題(ti)導(dao)(dao)向,積極探索,大膽(dan)創新,推(tui)動“放(fang)管(guan)(guan)服(fu)(fu)”改(gai)革(ge)取得積極進展(zhan)(zhan)和成效(xiao)(xiao),涌現出一(yi)批具(ju)有(you)生(sheng)態(tai)(tai)環(huan)(huan)(huan)(huan)(huan)境(jing)(jing)系(xi)統特色的鮮活經驗,為其(qi)他地(di)方(fang)(fang)(fang)推(tui)進“放(fang)管(guan)(guan)服(fu)(fu)”改(gai)革(ge)提(ti)(ti)供了有(you)益借鑒。在(zai)精簡行(xing)政(zheng)審批事(shi)(shi)項(xiang)方(fang)(fang)(fang)面,遼寧(ning)省(sheng)環(huan)(huan)(huan)(huan)(huan)保廳加大簡政(zheng)放(fang)權力度(du),經過一(yi)年(nian)努力,累計(ji)取消、下放(fang)14項(xiang)行(xing)政(zheng)審批權、12項(xiang)其(qi)他行(xing)政(zheng)職權。在(zai)提(ti)(ti)高(gao)行(xing)政(zheng)審批效(xiao)(xiao)能方(fang)(fang)(fang)面,浙(zhe)江(jiang)省(sheng)環(huan)(huan)(huan)(huan)(huan)保廳推(tui)動實(shi)施“最多跑(pao)一(yi)次(ci)”改(gai)革(ge),梳理(li)“最多跑(pao)一(yi)次(ci)”事(shi)(shi)項(xiang)目錄清(qing)單,推(tui)動行(xing)政(zheng)審批事(shi)(shi)項(xiang)“八統一(yi)”,全(quan)面提(ti)(ti)升行(xing)政(zheng)審批效(xiao)(xiao)能。江(jiang)蘇省(sheng)環(huan)(huan)(huan)(huan)(huan)保廳推(tui)行(xing)“不(bu)見面審批”,方(fang)(fang)(fang)便群(qun)眾和企(qi)業辦事(shi)(shi),優化營商(shang)環(huan)(huan)(huan)(huan)(huan)境(jing)(jing)。在(zai)強化事(shi)(shi)中事(shi)(shi)后(hou)監管(guan)(guan)方(fang)(fang)(fang)面,山西、四川、云南環(huan)(huan)(huan)(huan)(huan)保廳等成立“雙(shuang)隨(sui)機”工作(zuo)領導(dao)(dao)小組,切實(shi)強化組織領導(dao)(dao),全(quan)面推(tui)進“雙(shuang)隨(sui)機、一(yi)公開”,不(bu)斷提(ti)(ti)升生(sheng)態(tai)(tai)環(huan)(huan)(huan)(huan)(huan)境(jing)(jing)監管(guan)(guan)執法水平。在(zai)優化政(zheng)府服(fu)(fu)務(wu)方(fang)(fang)(fang)面,山東省(sheng)環(huan)(huan)(huan)(huan)(huan)保廳專門(men)下發通知,要求各(ge)地(di)要主動服(fu)(fu)務(wu)、優化流程、落實(shi)責任,進一(yi)步提(ti)(ti)高(gao)環(huan)(huan)(huan)(huan)(huan)評(ping)(ping)審批服(fu)(fu)務(wu)水平。上海市環(huan)(huan)(huan)(huan)(huan)保局圍(wei)繞(rao)優化營商(shang)環(huan)(huan)(huan)(huan)(huan)境(jing)(jing),在(zai)環(huan)(huan)(huan)(huan)(huan)評(ping)(ping)文件(jian)編制、環(huan)(huan)(huan)(huan)(huan)評(ping)(ping)報(bao)件(jian)、環(huan)(huan)(huan)(huan)(huan)評(ping)(ping)審批程序(xu)、環(huan)(huan)(huan)(huan)(huan)評(ping)(ping)分類管(guan)(guan)理(li)和環(huan)(huan)(huan)(huan)(huan)評(ping)(ping)手續簡化等5個方(fang)(fang)(fang)面開展(zhan)(zhan)環(huan)(huan)(huan)(huan)(huan)評(ping)(ping)制度(du)改(gai)革(ge)試點,切實(shi)提(ti)(ti)高(gao)環(huan)(huan)(huan)(huan)(huan)評(ping)(ping)審批效(xiao)(xiao)率。

在肯定成績的(de)同時(shi),我們也(ye)必(bi)須清醒地(di)看到,生(sheng)態環(huan)境領域“放管(guan)服”改革取得的(de)進展和(he)成效還(huan)(huan)是初(chu)步的(de)、階段性的(de),與經濟(ji)高質(zhi)量發展要(yao)求、生(sheng)態環(huan)境事業發展需(xu)要(yao)和(he)人民群眾期盼相比,仍(reng)存在不少(shao)差距,還(huan)(huan)面臨著一些(xie)困難和(he)挑戰。

一是思想認(ren)識不(bu)(bu)到位。有的(de)地方(fang)和(he)部門對生態(tai)環境領域“放管(guan)服”改(gai)革(ge)(ge)重視程度仍然(ran)不(bu)(bu)夠(gou),對其重要性認(ren)識不(bu)(bu)足。一些(xie)地方(fang)和(he)部門認(ren)為“放管(guan)服”改(gai)革(ge)(ge)是割肉、是放權,下不(bu)(bu)了狠心,缺乏自我革(ge)(ge)命的(de)精神(shen)和(he)勇氣,推動改(gai)革(ge)(ge)的(de)主動性不(bu)(bu)強、辦法不(bu)(bu)多、措施不(bu)(bu)實(shi)、氛圍不(bu)(bu)濃。

二是簡政(zheng)放權(quan)不(bu)(bu)到位。有(you)的(de)地方和部門放權(quan)還(huan)不(bu)(bu)徹底,環(huan)(huan)評(ping)耗(hao)時(shi)長的(de)問題還(huan)一(yi)定程度存(cun)在。國務(wu)院組(zu)織開展的(de)調研顯示,建設項(xiang)目環(huan)(huan)評(ping)耗(hao)時(shi)還(huan)比較長,主要原(yuan)因是企業環(huan)(huan)評(ping)報告編(bian)制耗(hao)時(shi)較長,一(yi)些投資規(gui)模大、工(gong)藝復雜項(xiang)目的(de)環(huan)(huan)評(ping)報告甚至要一(yi)兩年,需(xu)要引起高度重(zhong)視。

三是放管結合不(bu)(bu)到位。一些(xie)地方仍然存(cun)在重(zhong)事前審(shen)批(pi)、輕(qing)事中(zhong)事后(hou)監管的(de)現象,一定程度上導致事中(zhong)事后(hou)監管跟不(bu)(bu)上改革需(xu)要。有(you)的(de)“重(zhong)下放、輕(qing)監管”,忽視對下級(ji)審(shen)批(pi)權承(cheng)(cheng)接(jie)(jie)單位工(gong)作指導和監督。有(you)的(de)地方對上承(cheng)(cheng)接(jie)(jie)不(bu)(bu)主動、不(bu)(bu)積極(ji),有(you)的(de)基(ji)層承(cheng)(cheng)接(jie)(jie)能(neng)力(li)不(bu)(bu)足,對下放行(xing)政審(shen)批(pi)事項接(jie)(jie)不(bu)(bu)住、接(jie)(jie)不(bu)(bu)了、接(jie)(jie)不(bu)(bu)好(hao)。

四是(shi)優化服(fu)務(wu)(wu)不(bu)(bu)到位(wei)。部分地方(fang)(fang)和部門服(fu)務(wu)(wu)意識不(bu)(bu)強,辦(ban)事效率不(bu)(bu)高,辦(ban)理過(guo)程(cheng)緩慢,拖、等、壓、靠等問題還不(bu)(bu)同程(cheng)度(du)存(cun)在(zai)。有的政務(wu)(wu)服(fu)務(wu)(wu)體系還不(bu)(bu)夠(gou)完善(shan),一(yi)些審(shen)(shen)批項目流程(cheng)精簡、優化不(bu)(bu)夠(gou)。一(yi)些地方(fang)(fang)政務(wu)(wu)服(fu)務(wu)(wu)平(ping)臺(tai)建(jian)設還不(bu)(bu)健全,有的網上行政審(shen)(shen)批平(ping)臺(tai)融(rong)合還未真正形成,仍(reng)存(cun)在(zai)“信息孤島”現象,與群眾和企業需(xu)求還有差距。

這些問題,需要我們在進(jin)一(yi)步深化“放管服(fu)”改革中認真(zhen)研究解決。

三、堅定不移(yi)把生態(tai)環境(jing)領域“放(fang)管服”改革(ge)向(xiang)縱深推進

推進生態(tai)環境領域“放管服(fu)”改革向縱深發展,既要(yao)簡(jian)政放權(quan),又(you)要(yao)加強監(jian)管和(he)服(fu)務,更要(yao)改變過去(qu)在思想、認識(shi)上存在的(de)一些(xie)問題和(he)誤(wu)區,更新(xin)我們的(de)理念,創(chuang)新(xin)我們的(de)認識(shi)。思想認識(shi)到位(wei)了(le),我們的(de)行動才能到位(wei)。在思想認識(shi)上,必須(xu)正確處理好四(si)個關(guan)系。

fang)(fang)(fang)(fang)(fang)。這(zhe)(zhe)(zhe)是(shi)(shi)(shi)(shi)光靠審(shen)(shen)批無(wu)法全面、有(you)(you)(you)(you)(you)效解決(jue)的(de)(de)(de)(de)(de)(de)問(wen)題(ti),關(guan)鍵(jian)還(huan)是(shi)(shi)(shi)(shi)在(zai)加(jia)(jia)強事(shi)(shi)(shi)(shi)(shi)(shi)中(zhong)事(shi)(shi)(shi)(shi)(shi)(shi)后(hou)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)。這(zhe)(zhe)(zhe)兩(liang)年,全國生(sheng)態(tai)(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)系(xi)(xi)(xi)統在(zai)持續(xu)做好宏觀管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理的(de)(de)(de)(de)(de)(de)同時,更(geng)(geng)加(jia)(jia)著力(li)(li)(li)(li)抓好微觀管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理,抓壓力(li)(li)(li)(li)傳遞,抓責任落(luo)實(shi)。在(zai)一(yi)些重(zhong)(zhong)(zhong)(zhong)點(dian)領域(yu)、重(zhong)(zhong)(zhong)(zhong)點(dian)區(qu)域(yu)和(he)(he)(he)重(zhong)(zhong)(zhong)(zhong)點(dian)工(gong)作(zuo)(zuo)上,我們一(yi)桿子插到(dao)底(di),著力(li)(li)(li)(li)把法律(lv)法規(gui)、標(biao)準和(he)(he)(he)要(yao)(yao)(yao)(yao)(yao)(yao)求落(luo)實(shi)到(dao)位,著力(li)(li)(li)(li)加(jia)(jia)強事(shi)(shi)(shi)(shi)(shi)(shi)中(zhong)事(shi)(shi)(shi)(shi)(shi)(shi)后(hou)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan),實(shi)踐證明是(shi)(shi)(shi)(shi)行之有(you)(you)(you)(you)(you)效的(de)(de)(de)(de)(de)(de)。我們的(de)(de)(de)(de)(de)(de)行政(zheng)(zheng)資源很有(you)(you)(you)(you)(you)限(xian),要(yao)(yao)(yao)(yao)(yao)(yao)把有(you)(you)(you)(you)(you)限(xian)的(de)(de)(de)(de)(de)(de)行政(zheng)(zheng)資源投(tou)放(fang)(fang)(fang)(fang)(fang)到(dao)最(zui)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)用(yong)(yong)的(de)(de)(de)(de)(de)(de)地方去(qu)(qu)(qu),確(que)保我們的(de)(de)(de)(de)(de)(de)要(yao)(yao)(yao)(yao)(yao)(yao)求落(luo)到(dao)實(shi)處。不(bu)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)事(shi)(shi)(shi)(shi)(shi)(shi)先(xian)有(you)(you)(you)(you)(you)沒(mei)有(you)(you)(you)(you)(you)審(shen)(shen)批,企(qi)業(ye)都(dou)必(bi)須遵紀守(shou)(shou)法。做到(dao)這(zhe)(zhe)(zhe)一(yi)點(dian),污染物排放(fang)(fang)(fang)(fang)(fang)總量就會下(xia)降(jiang),生(sheng)態(tai)(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)質(zhi)量就會改(gai)善(shan)。因(yin)此,我們要(yao)(yao)(yao)(yao)(yao)(yao)擺脫(tuo)過去(qu)(qu)(qu)的(de)(de)(de)(de)(de)(de)思(si)想觀念、路徑依賴,進一(yi)步簡政(zheng)(zheng)放(fang)(fang)(fang)(fang)(fang)權(quan),同時更(geng)(geng)大力(li)(li)(li)(li)度地加(jia)(jia)強事(shi)(shi)(shi)(shi)(shi)(shi)中(zhong)事(shi)(shi)(shi)(shi)(shi)(shi)后(hou)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan),進一(yi)步提升工(gong)作(zuo)(zuo)效能。人還(huan)是(shi)(shi)(shi)(shi)這(zhe)(zhe)(zhe)些人,錢還(huan)是(shi)(shi)(shi)(shi)這(zhe)(zhe)(zhe)些錢,稍微調整優化(hua)(hua)(hua)(hua)一(yi)下(xia),效果就會不(bu)同,并且完全符合黨中(zhong)央、國務院的(de)(de)(de)(de)(de)(de)決(jue)策部署,也(ye)為(wei)進一(yi)步釋放(fang)(fang)(fang)(fang)(fang)企(qi)業(ye)市(shi)(shi)場(chang)活力(li)(li)(li)(li)提供(gong)了(le)(le)支撐。

各級生態環境部門要(yao)敢于“刀(dao)刃向(xiang)內”,把該放(fang)的權(quan)力徹底放(fang)下去(qu),決不能(neng)瞻前顧后(hou)、猶豫不決。同時,也要(yao)堅持“放(fang)管(guan)結合、放(fang)管(guan)并(bing)舉”,對于建設項目(mu)環評、核與輻射(she)等領域取消和(he)(he)下放(fang)的行政(zheng)審批事(shi)項,要(yao)重心后(hou)移(yi),狠(hen)抓事(shi)中(zhong)事(shi)后(hou)監管(guan),創新監管(guan)機(ji)制和(he)(he)監管(guan)方式,精準施策,從根(gen)本上提高監管(guan)效能(neng),切實管(guan)住、管(guan)好、管(guan)到位。

二是(shi)正(zheng)確處理頂(ding)層(ceng)設(she)計(ji)(ji)與基層(ceng)創新(xin)的關系(xi)。頂(ding)層(ceng)設(she)計(ji)(ji)與基層(ceng)創新(xin)是(shi)一個問題的兩(liang)個方面,互為因果(guo)、相輔相成。沒有科學(xue)的頂(ding)層(ceng)設(she)計(ji)(ji),基層(ceng)改(gai)革創新(xin)就(jiu)(jiu)缺乏系(xi)統性、整體性、協同性,就(jiu)(jiu)不(bu)能產生規(gui)模效應、整體效益。沒有廣泛的基層(ceng)改(gai)革創新(xin)、多方面經驗積(ji)累,頂(ding)層(ceng)設(she)計(ji)(ji)就(jiu)(jiu)會(hui)成為無根之(zhi)木(mu)、空(kong)中樓閣。

要(yao)以問(wen)題(ti)為導向(xiang),為結(jie)果服務,圍繞使(shi)市場在資源(yuan)配置(zhi)中起決定性(xing)作(zuo)用和(he)更好發(fa)揮(hui)政府作(zuo)用以及(ji)推進生(sheng)態(tai)環(huan)境治(zhi)理體系(xi)和(he)治(zhi)理能力(li)(li)現代化,做好頂層(ceng)設計,直面問(wen)題(ti),解(jie)決問(wen)題(ti),尤其(qi)是要(yao)解(jie)決行業標(biao)準缺乏(fa)、規則不清、法律不健全(quan)以及(ji)一線監管執法人員能力(li)(li)不足(zu)等(deng)問(wen)題(ti)。要(yao)尊重基層(ceng)的(de)首(shou)創精神,鼓勵地方(fang)(fang)生(sheng)態(tai)環(huan)境部門將(jiang)改(gai)革(ge)要(yao)求與基層(ceng)工作(zuo)結(jie)合,先行先試,積極探索(suo)符(fu)合本地區實際的(de)改(gai)革(ge)舉措和(he)路徑,努(nu)力(li)(li)形成各(ge)方(fang)(fang)協同、上下一心(xin)、共同發(fa)力(li)(li)、競相推動改(gai)革(ge)的(de)良好局面。

三是正確處理“放管服”改(gai)革與生態環境領(ling)域其他(ta)改(gai)革的關系(xi)。生態環境領(ling)域改(gai)革是一(yi)項系(xi)統工(gong)程,涉及(ji)方方面面,關系(xi)每名干部職工(gong),牽一(yi)發而動全身。必須堅(jian)持優化(hua)協(xie)同(tong)高(gao)效(xiao)原(yuan)則,充分運用系(xi)統思維(wei)精心謀劃,著力增強改(gai)革的整(zheng)體性(xing)、協(xie)同(tong)性(xing),做好改(gai)革協(xie)同(tong)推(tui)進(jin)大文章,使各項改(gai)革相互促進(jin)、相得益彰,形成系(xi)統效(xiao)應。

部(bu)署“放管服(fu)(fu)”改(gai)革(ge)任務,要統籌考慮地(di)(di)方(fang)機構改(gai)革(ge)、環(huan)保(bao)垂改(gai)、生態(tai)環(huan)境保(bao)護綜合執法改(gai)革(ge)的進度安(an)(an)排、實(shi)(shi)際情況,確保(bao)下放的權力事(shi)項地(di)(di)方(fang)能夠(gou)接得住,事(shi)有人(ren)做(zuo)、活有人(ren)干,后續(xu)的事(shi)中(zhong)事(shi)后監管措施(shi)能夠(gou)落地(di)(di)落實(shi)(shi)。地(di)(di)方(fang)推進各項改(gai)革(ge),要始終貫徹中(zhong)央(yang)改(gai)革(ge)精神(shen),在職(zhi)能配置(zhi)、機構設置(zhi)、權責關系劃分、人(ren)員力量安(an)(an)排上(shang),充分體現“放管服(fu)(fu)”改(gai)革(ge)要求,努力在轉職(zhi)責、提效能上(shang)下功夫(fu),在轉作風、樹形(xing)象(xiang)上(shang)做(zuo)文章,切實(shi)(shi)展現新時代(dai)生態(tai)環(huan)境部(bu)門的良好(hao)形(xing)象(xiang)。

四是(shi)正確(que)處理改(gai)(gai)革(ge)創新與(yu)法(fa)(fa)(fa)治(zhi)(zhi)建設(she)(she)的關系。要注(zhu)重運用法(fa)(fa)(fa)治(zhi)(zhi)思維和法(fa)(fa)(fa)治(zhi)(zhi)方式推進(jin)改(gai)(gai)革(ge),按照“在(zai)法(fa)(fa)(fa)治(zhi)(zhi)下(xia)(xia)推進(jin)改(gai)(gai)革(ge)、在(zai)改(gai)(gai)革(ge)中(zhong)完善法(fa)(fa)(fa)治(zhi)(zhi)”的要求,及時把改(gai)(gai)革(ge)中(zhong)形成的成熟經驗制度化(hua)、法(fa)(fa)(fa)律化(hua),積極推動做好生態(tai)(tai)環境領域相關法(fa)(fa)(fa)律法(fa)(fa)(fa)規(gui)的立改(gai)(gai)廢釋(shi)工作,確(que)保(bao)重大(da)改(gai)(gai)革(ge)于法(fa)(fa)(fa)有(you)據(ju)。對于“建設(she)(she)項(xiang)目竣工環境保(bao)護(hu)驗收”“建設(she)(she)項(xiang)目環評(ping)技(ji)術服務機構資質認定”等中(zhong)央已(yi)經明確(que)取(qu)消的行政審批事(shi)項(xiang),以及地方生態(tai)(tai)環境部門已(yi)經取(qu)消或下(xia)(xia)放的行政審批事(shi)項(xiang),要加快(kuai)(kuai)推進(jin)相關配套法(fa)(fa)(fa)律法(fa)(fa)(fa)規(gui)修訂工作。同時,加快(kuai)(kuai)制定事(shi)中(zhong)事(shi)后監(jian)管(guan)政策規(gui)定和具體措施,實(shi)現改(gai)(gai)革(ge)的無(wu)縫銜接(jie),不(bu)斷(duan)提升生態(tai)(tai)環境保(bao)護(hu)法(fa)(fa)(fa)治(zhi)(zhi)化(hua)水平。

當前(qian)和(he)今后一個時期,生態(tai)環境系統(tong)深化“放管服”改革,要堅持(chi)以推進生態(tai)環境治(zhi)理(li)體(ti)系和(he)治(zhi)理(li)能力現(xian)代化、推動經濟高(gao)質量發(fa)展為目標,以更好更快方(fang)(fang)便企(qi)業和(he)群眾辦事創業為導向,聚焦重(zhong)點領域和(he)關鍵環節,重(zhong)點從轉(zhuan)變政府(fu)職能、轉(zhuan)變工(gong)作方(fang)(fang)式(shi)、轉(zhuan)變工(gong)作作風三個方(fang)(fang)面(mian)著力。

第二,著力轉變(bian)工作方(fang)式,以更實舉措強化事中事后(hou)監(jian)管。按照(zhao)李(li)克強總理提(ti)(ti)出(chu)的“在放(fang)權的同時,事中事后(hou)監(jian)管這(zhe)一(yi)手必須硬起來”的要求,進一(yi)步(bu)健全以“雙隨機(ji)(ji)、一(yi)公開”監(jian)管為(wei)基本手段、以重點(dian)監(jian)管為(wei)補充、以信(xin)用監(jian)管為(wei)基礎的新(xin)型監(jian)管機(ji)(ji)制,創新(xin)監(jian)管方(fang)式,加(jia)大(da)監(jian)管執(zhi)法力度,切(qie)實壓(ya)實監(jian)管責任,不(bu)斷提(ti)(ti)升生態環(huan)境監(jian)管水(shui)平(ping)。

要(yao)創新監(jian)管(guan)方式。一(yi)是(shi)全面(mian)推(tui)進生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境保(bao)(bao)護(hu)(hu)(hu)綜(zong)合(he)(he)(he)(he)執(zhi)(zhi)(zhi)法(fa)(fa)。《黨和(he)國家機構改(gai)革(ge)方案(an)》明確要(yao)求,整合(he)(he)(he)(he)環(huan)(huan)(huan)境保(bao)(bao)護(hu)(hu)(hu)和(he)國土、農業(ye)、水利、海洋等部(bu)門(men)相關污染防治和(he)生(sheng)(sheng)態(tai)保(bao)(bao)護(hu)(hu)(hu)執(zhi)(zhi)(zhi)法(fa)(fa)職(zhi)責、隊伍,統(tong)一(yi)實行(xing)生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境保(bao)(bao)護(hu)(hu)(hu)執(zhi)(zhi)(zhi)法(fa)(fa)。目(mu)前,我部(bu)正在(zai)按(an)照中央(yang)統(tong)一(yi)部(bu)署,組織(zhi)開(kai)展(zhan)《生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境保(bao)(bao)護(hu)(hu)(hu)綜(zong)合(he)(he)(he)(he)行(xing)政執(zhi)(zhi)(zhi)法(fa)(fa)改(gai)革(ge)指(zhi)導意見(jian)》編制(zhi)(zhi)工作(zuo)。各地(di)生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境部(bu)門(men)要(yao)結(jie)合(he)(he)(he)(he)地(di)方機構改(gai)革(ge)和(he)環(huan)(huan)(huan)保(bao)(bao)垂(chui)改(gai),全面(mian)梳理生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境保(bao)(bao)護(hu)(hu)(hu)執(zhi)(zhi)(zhi)法(fa)(fa)事項,推(tui)動生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境保(bao)(bao)護(hu)(hu)(hu)執(zhi)(zhi)(zhi)法(fa)(fa)隊伍綜(zong)合(he)(he)(he)(he)設置,統(tong)籌(chou)配(pei)置行(xing)政處(chu)(chu)罰職(zhi)能和(he)執(zhi)(zhi)(zhi)法(fa)(fa)資(zi)源(yuan),相對(dui)(dui)(dui)集中行(xing)政處(chu)(chu)罰權,強(qiang)化綜(zong)合(he)(he)(he)(he)監(jian)管(guan),著力(li)解(jie)決多頭多層重復(fu)執(zhi)(zhi)(zhi)法(fa)(fa),以及執(zhi)(zhi)(zhi)法(fa)(fa)不(bu)嚴格、不(bu)規范、不(bu)透明、不(bu)文(wen)明和(he)不(bu)作(zuo)為(wei)、亂作(zuo)為(wei)等問(wen)題。二是(shi)完善“雙隨(sui)機、一(yi)公開(kai)”監(jian)管(guan)制(zhi)(zhi)度(du)(du)。切實加(jia)強(qiang)對(dui)(dui)(dui)地(di)方“雙隨(sui)機、一(yi)公開(kai)”監(jian)管(guan)制(zhi)(zhi)度(du)(du)落(luo)實情況的(de)督促(cu)指(zhi)導,定期調度(du)(du)、通報(bao)地(di)方落(luo)實情況,同時加(jia)大對(dui)(dui)(dui)重點監(jian)管(guan)對(dui)(dui)(dui)象的(de)檢(jian)查(cha)力(li)度(du)(du),推(tui)動隨(sui)機抽查(cha)、檢(jian)查(cha)結(jie)果全部(bu)公開(kai),切實增強(qiang)執(zhi)(zhi)(zhi)法(fa)(fa)的(de)公信力(li)和(he)威懾力(li)。三是(shi)加(jia)快(kuai)推(tui)進生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境信用監(jian)管(guan)。信用監(jian)管(guan)是(shi)規范市場秩序(xu)的(de)“金鑰匙”。要(yao)配(pei)合(he)(he)(he)(he)有(you)關部(bu)門(men)盡快(kuai)研(yan)究(jiu)制(zhi)(zhi)定關于全面(mian)實施環(huan)(huan)(huan)保(bao)(bao)信用評價的(de)指(zhi)導意見(jian),健全環(huan)(huan)(huan)保(bao)(bao)信用信息共享、跨部(bu)門(men)聯合(he)(he)(he)(he)獎(jiang)勵和(he)懲戒(jie)工作(zuo)機制(zhi)(zhi),讓企(qi)業(ye)“一(yi)處(chu)(chu)違法(fa)(fa)、處(chu)(chu)處(chu)(chu)受(shou)限”。

要落(luo)實監(jian)管(guan)(guan)責(ze)(ze)任。堅持“誰(shui)(shui)審批誰(shui)(shui)監(jian)管(guan)(guan)、誰(shui)(shui)主(zhu)(zhu)管(guan)(guan)誰(shui)(shui)監(jian)管(guan)(guan)”原(yuan)則,明(ming)確(que)監(jian)管(guan)(guan)主(zhu)(zhu)體、監(jian)管(guan)(guan)職(zhi)能、監(jian)管(guan)(guan)責(ze)(ze)任,完善監(jian)管(guan)(guan)機(ji)制,避(bi)免出(chu)(chu)現(xian)監(jian)管(guan)(guan)“真(zhen)空”。一(yi)是健全審管(guan)(guan)銜(xian)接(jie)機(ji)制。加強環(huan)境(jing)(jing)監(jian)管(guan)(guan)不是執法(fa)(fa)(fa)部(bu)門(men)(men)(men)(men)(men)一(yi)家的(de)事,綜合部(bu)門(men)(men)(men)(men)(men)和(he)業務(wu)部(bu)門(men)(men)(men)(men)(men)都負有監(jian)督(du)管(guan)(guan)理責(ze)(ze)任,都要主(zhu)(zhu)動履(lv)職(zhi)盡責(ze)(ze)。要通過(guo)明(ming)確(que)各有關(guan)部(bu)門(men)(men)(men)(men)(men)在“放管(guan)(guan)服”改革中的(de)職(zhi)責(ze)(ze)任務(wu),建立信(xin)息共享、重點問題會商等制度,切(qie)實加強行(xing)政(zheng)審批與執法(fa)(fa)(fa)環(huan)節的(de)有效銜(xian)接(jie),形成監(jian)管(guan)(guan)合力。二是嚴(yan)(yan)格(ge)責(ze)(ze)任追究。各級生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)部(bu)門(men)(men)(men)(men)(men)要嚴(yan)(yan)格(ge)依(yi)(yi)法(fa)(fa)(fa)履(lv)行(xing)職(zhi)責(ze)(ze),堅持“眼睛向(xiang)下(xia)”,著(zhu)力管(guan)(guan)好老百姓最關(guan)心(xin)的(de)事情,堅決(jue)整治、嚴(yan)(yan)厲打擊生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)領域違(wei)法(fa)(fa)(fa)違(wei)規行(xing)為(wei)。強化行(xing)政(zheng)執法(fa)(fa)(fa)與司法(fa)(fa)(fa)銜(xian)接(jie),嚴(yan)(yan)懲重罰(fa)生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)違(wei)法(fa)(fa)(fa)犯罪(zui)行(xing)為(wei),該判刑的(de)判刑,該賠償(chang)(chang)的(de)賠償(chang)(chang),該破產的(de)破產,讓違(wei)法(fa)(fa)(fa)者付出(chu)(chu)沉痛代價。三(san)是建立盡職(zhi)免責(ze)(ze)機(ji)制。要加強與紀(ji)委(wei)監(jian)委(wei)、組(zu)織部(bu)門(men)(men)(men)(men)(men)的(de)協調(diao)配(pei)合,對已經依(yi)(yi)照(zhao)權責(ze)(ze)清單事項(xiang)履(lv)行(xing)職(zhi)責(ze)(ze)的(de),依(yi)(yi)法(fa)(fa)(fa)不予(yu)追究生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)部(bu)門(men)(men)(men)(men)(men)有關(guan)人員的(de)執法(fa)(fa)(fa)責(ze)(ze)任,不能讓基層生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)部(bu)門(men)(men)(men)(men)(men)工作人員“流(liu)血流(liu)汗還流(liu)淚(lei)”。

要(yao)(yao)全(quan)面優化政府服(fu)(fu)務(wu)(wu)(wu)行(xing)為。一(yi)(yi)(yi)是(shi)著力(li)解(jie)(jie)決企業(ye)和(he)群眾(zhong)(zhong)(zhong)最關心的(de)(de)熱點、難(nan)點問(wen)題。全(quan)面梳理生(sheng)態環(huan)境審批(pi)事(shi)(shi)(shi)項,認(ren)真(zhen)查找影響企業(ye)和(he)群眾(zhong)(zhong)(zhong)辦(ban)(ban)(ban)事(shi)(shi)(shi)的(de)(de)痛點、堵點、難(nan)點問(wen)題,進(jin)一(yi)(yi)(yi)步優化審批(pi)事(shi)(shi)(shi)項服(fu)(fu)務(wu)(wu)(wu)流(liu)程、創新服(fu)(fu)務(wu)(wu)(wu)方式(shi),讓(rang)企業(ye)群眾(zhong)(zhong)(zhong)辦(ban)(ban)(ban)事(shi)(shi)(shi)更(geng)方便、更(geng)便捷、更(geng)有效率。二是(shi)持續(xu)開展“減證(zheng)(zheng)便民”行(xing)動。認(ren)真(zhen)落(luo)實國辦(ban)(ban)(ban)《關于做(zuo)好(hao)證(zheng)(zheng)明事(shi)(shi)(shi)項清理工作的(de)(de)通知(zhi)》,凡沒有法律(lv)法規依據(ju)的(de)(de)證(zheng)(zheng)明事(shi)(shi)(shi)項一(yi)(yi)(yi)律(lv)取(qu)(qu)消(xiao),能通過個人現有證(zheng)(zheng)照來證(zheng)(zheng)明的(de)(de)一(yi)(yi)(yi)律(lv)取(qu)(qu)消(xiao),能采取(qu)(qu)申(shen)請人書面承諾方式(shi)解(jie)(jie)決的(de)(de)一(yi)(yi)(yi)律(lv)取(qu)(qu)消(xiao)。對必(bi)要(yao)(yao)的(de)(de)證(zheng)(zheng)明要(yao)(yao)加(jia)強互認(ren)共享,減少不(bu)必(bi)要(yao)(yao)的(de)(de)重復(fu)舉證(zheng)(zheng),從根本上解(jie)(jie)決困擾(rao)企業(ye)和(he)群眾(zhong)(zhong)(zhong)的(de)(de)“辦(ban)(ban)(ban)證(zheng)(zheng)多、辦(ban)(ban)(ban)證(zheng)(zheng)難(nan)”問(wen)題。三是(shi)提(ti)升政務(wu)(wu)(wu)大(da)廳“一(yi)(yi)(yi)站式(shi)”服(fu)(fu)務(wu)(wu)(wu)功能。全(quan)力(li)推進(jin)生(sheng)態環(huan)境服(fu)(fu)務(wu)(wu)(wu)事(shi)(shi)(shi)項進(jin)駐政務(wu)(wu)(wu)大(da)廳辦(ban)(ban)(ban)理,2019年基本實現“應進(jin)必(bi)進(jin)”。構建“一(yi)(yi)(yi)站式(shi)”辦(ban)(ban)(ban)事(shi)(shi)(shi)平臺,實現“一(yi)(yi)(yi)個窗口”“一(yi)(yi)(yi)次(ci)辦(ban)(ban)(ban)成”,做(zuo)到(dao)行(xing)政審批(pi)事(shi)(shi)(shi)項進(jin)駐大(da)廳到(dao)位、審批(pi)授(shou)權到(dao)位、監督管理到(dao)位。

大(da)力(li)推(tui)(tui)(tui)進“互聯網(wang)(wang)(wang)(wang)+政務(wu)(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)(wu)”。充(chong)分將大(da)數(shu)(shu)據(ju)(ju)應用于“放管服(fu)”改(gai)革(ge),大(da)力(li)推(tui)(tui)(tui)進“互聯網(wang)(wang)(wang)(wang)+政務(wu)(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)(wu)”,推(tui)(tui)(tui)動(dong)部(bu)門與(yu)企(qi)業(ye)、部(bu)門與(yu)群眾(zhong)之間的數(shu)(shu)據(ju)(ju)共(gong)(gong)享(xiang)與(yu)交(jiao)流,讓(rang)數(shu)(shu)據(ju)(ju)為(wei)老百(bai)姓“跑腿(tui)辦(ban)(ban)(ban)事(shi)(shi)(shi)”,為(wei)企(qi)業(ye)“貼心(xin)服(fu)務(wu)(wu)(wu)(wu)”。一(yi)是積極(ji)推(tui)(tui)(tui)動(dong)生(sheng)(sheng)態(tai)(tai)環(huan)境公(gong)共(gong)(gong)服(fu)務(wu)(wu)(wu)(wu)平(ping)(ping)臺(tai)(tai)建(jian)設。結合(he)正在實(shi)施的生(sheng)(sheng)態(tai)(tai)環(huan)境信息(xi)化建(jian)設,依托生(sheng)(sheng)態(tai)(tai)環(huan)境大(da)數(shu)(shu)據(ju)(ju)平(ping)(ping)臺(tai)(tai),盡快編制行(xing)(xing)政審(shen)批(pi)系統(tong)整合(he)共(gong)(gong)享(xiang)方案,逐步構建(jian)實(shi)體(ti)政務(wu)(wu)(wu)(wu)大(da)廳、網(wang)(wang)(wang)(wang)上(shang)(shang)(shang)辦(ban)(ban)(ban)事(shi)(shi)(shi)、移動(dong)客戶端等(deng)多(duo)種形式有(you)機結合(he)的公(gong)共(gong)(gong)服(fu)務(wu)(wu)(wu)(wu)平(ping)(ping)臺(tai)(tai),推(tui)(tui)(tui)進審(shen)批(pi)事(shi)(shi)(shi)項向(xiang)網(wang)(wang)(wang)(wang)上(shang)(shang)(shang)辦(ban)(ban)(ban)事(shi)(shi)(shi)延伸,力(li)爭實(shi)現(xian)(xian)“一(yi)站式、全(quan)流程”網(wang)(wang)(wang)(wang)上(shang)(shang)(shang)辦(ban)(ban)(ban)事(shi)(shi)(shi)服(fu)務(wu)(wu)(wu)(wu),真正實(shi)現(xian)(xian)讓(rang)數(shu)(shu)據(ju)(ju)多(duo)跑路、讓(rang)群眾(zhong)少跑腿(tui)。二是積極(ji)參與(yu)建(jian)設全(quan)國(guo)一(yi)體(ti)化政務(wu)(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)(wu)平(ping)(ping)臺(tai)(tai)。全(quan)國(guo)深(shen)化“放管服(fu)”改(gai)革(ge)轉(zhuan)變(bian)政府職能電視(shi)電話會議要(yao)求(qiu),打(da)造(zao)全(quan)國(guo)一(yi)體(ti)化政務(wu)(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)(wu)平(ping)(ping)臺(tai)(tai),在三(san)年內實(shi)現(xian)(xian)國(guo)務(wu)(wu)(wu)(wu)院(yuan)(yuan)部(bu)門數(shu)(shu)據(ju)(ju)共(gong)(gong)享(xiang)、滿(man)足地方普遍性政務(wu)(wu)(wu)(wu)需求(qiu),五年內政務(wu)(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)(wu)事(shi)(shi)(shi)項全(quan)面(mian)實(shi)現(xian)(xian)“一(yi)網(wang)(wang)(wang)(wang)通(tong)辦(ban)(ban)(ban)”。生(sheng)(sheng)態(tai)(tai)環(huan)境部(bu)門要(yao)按(an)照國(guo)務(wu)(wu)(wu)(wu)院(yuan)(yuan)統(tong)一(yi)部(bu)署,積極(ji)配合(he)開展全(quan)國(guo)一(yi)體(ti)化政務(wu)(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)(wu)平(ping)(ping)臺(tai)(tai)建(jian)設工作,超前謀劃,加強(qiang)研究(jiu),加快推(tui)(tui)(tui)動(dong)政務(wu)(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)(wu)平(ping)(ping)臺(tai)(tai)整合(he)接入(ru)工作,推(tui)(tui)(tui)進審(shen)查(cha)事(shi)(shi)(shi)項、辦(ban)(ban)(ban)事(shi)(shi)(shi)流程、數(shu)(shu)據(ju)(ju)交(jiao)換等(deng)標準化建(jian)設。三(san)是高(gao)度重視(shi)信息(xi)安(an)(an)全(quan)工作。生(sheng)(sheng)態(tai)(tai)環(huan)境審(shen)批(pi)和(he)(he)服(fu)務(wu)(wu)(wu)(wu)事(shi)(shi)(shi)項向(xiang)網(wang)(wang)(wang)(wang)上(shang)(shang)(shang)集中,為(wei)企(qi)業(ye)和(he)(he)群眾(zhong)辦(ban)(ban)(ban)事(shi)(shi)(shi)提供了方便,也對(dui)數(shu)(shu)據(ju)(ju)信息(xi)安(an)(an)全(quan)提出了更高(gao)要(yao)求(qiu)。要(yao)采取有(you)效的安(an)(an)全(quan)防范措施,做好安(an)(an)全(quan)檢查(cha)和(he)(he)風險評估,切實(shi)保障(zhang)政務(wu)(wu)(wu)(wu)網(wang)(wang)(wang)(wang)站及(ji)行(xing)(xing)政審(shen)批(pi)系統(tong)的網(wang)(wang)(wang)(wang)絡和(he)(he)數(shu)(shu)據(ju)(ju)安(an)(an)全(quan),筑牢生(sheng)(sheng)態(tai)(tai)環(huan)境信息(xi)平(ping)(ping)臺(tai)(tai)建(jian)設和(he)(he)數(shu)(shu)據(ju)(ju)共(gong)(gong)享(xiang)安(an)(an)全(quan)防線,有(you)效保護商業(ye)秘密和(he)(he)個人隱私。

四(si)、確保生態環境(jing)領域(yu)“放管(guan)服”改(gai)革落地見效

深化(hua)“放管服”改革(ge)是一(yi)場從理念(nian)到體(ti)制的(de)深刻變革(ge),改革(ge)越(yue)是深入(ru),越(yue)會觸及更(geng)多利益和矛盾,遇到更(geng)多難啃的(de)“硬骨(gu)頭”。各級(ji)生(sheng)態環境部門(men)要認真貫徹(che)落實黨(dang)中央、國務院決策部署,迎難而上,真抓實干,全力推動“放管服”改革(ge)取得更(geng)大成(cheng)效。

(一(yi))高度重(zhong)視,落實(shi)責(ze)(ze)任(ren)(ren)。要(yao)(yao)切實(shi)加(jia)強組(zu)(zu)織領導。各級生態環境部(bu)門的主(zhu)要(yao)(yao)負(fu)責(ze)(ze)同(tong)志(zhi)要(yao)(yao)親(qin)自(zi)推動,分(fen)管負(fu)責(ze)(ze)同(tong)志(zhi)要(yao)(yao)具體抓(zhua)(zhua)落實(shi),其他負(fu)責(ze)(ze)同(tong)志(zhi)要(yao)(yao)積(ji)極配(pei)合(he)、協(xie)力推進(jin),認真組(zu)(zu)織實(shi)施,細化分(fen)解任(ren)(ren)務(wu),一(yi)級抓(zhua)(zhua)一(yi)級、層層抓(zhua)(zhua)落實(shi)。壓實(shi)工(gong)作(zuo)責(ze)(ze)任(ren)(ren),建立完善責(ze)(ze)任(ren)(ren)鏈(lian)和任(ren)(ren)務(wu)鏈(lian),制定(ding)(ding)路線(xian)圖(tu)和時間(jian)(jian)表,明(ming)確時間(jian)(jian)節點(dian),做到有布(bu)置、有檢查、有驗收,確保改(gai)革措施落地見效(xiao)。突出(chu)問題(ti)(ti)(ti)導向(xiang),什么問題(ti)(ti)(ti)突出(chu)就重(zhong)點(dian)解決什么問題(ti)(ti)(ti),什么問題(ti)(ti)(ti)緊迫(po)就抓(zhua)(zhua)緊解決什么問題(ti)(ti)(ti),對重(zhong)點(dian)難(nan)點(dian)問題(ti)(ti)(ti)要(yao)(yao)制定(ding)(ding)攻堅計劃,掛圖(tu)作(zuo)戰、掛牌督辦、逐一(yi)銷號(hao)。

(二)協調配合(he),統(tong)籌(chou)(chou)推進。“放(fang)(fang)(fang)(fang)管服”改(gai)(gai)(gai)革(ge)是一個系統(tong)工(gong)程,需要(yao)(yao)(yao)統(tong)籌(chou)(chou)安排、整體(ti)推進。近期,我部將印(yin)發(fa)2018年(nian)“放(fang)(fang)(fang)(fang)管服”改(gai)(gai)(gai)革(ge)重(zhong)(zhong)點(dian)任務(wu)(wu)(wu)分工(gong)方(fang)案,地方(fang)各(ge)級生(sheng)態(tai)(tai)環(huan)境(jing)部門也要(yao)(yao)(yao)結合(he)實(shi)際明確(que)本年(nian)度“放(fang)(fang)(fang)(fang)管服”改(gai)(gai)(gai)革(ge)的重(zhong)(zhong)點(dian)任務(wu)(wu)(wu)和責任分工(gong)。對于今(jin)年(nian)確(que)定(ding)(ding)的改(gai)(gai)(gai)革(ge)重(zhong)(zhong)點(dian)任務(wu)(wu)(wu),要(yao)(yao)(yao)盡快研究(jiu)制定(ding)(ding)具(ju)體(ti)落實(shi)措施(shi)(shi),加(jia)強(qiang)(qiang)協作配合(he),形成工(gong)作合(he)力(li),確(que)保(bao)按(an)時高(gao)質完成改(gai)(gai)(gai)革(ge)任務(wu)(wu)(wu)。各(ge)級生(sheng)態(tai)(tai)環(huan)境(jing)部門之間要(yao)(yao)(yao)注重(zhong)(zhong)溝通(tong)銜(xian)接(jie),尤其對于下(xia)放(fang)(fang)(fang)(fang)的行政(zheng)審批事項,上下(xia)級要(yao)(yao)(yao)密切(qie)合(he)作,加(jia)強(qiang)(qiang)統(tong)籌(chou)(chou),研究(jiu)制定(ding)(ding)相(xiang)關承接(jie)和事中事后監管措施(shi)(shi),確(que)保(bao)放(fang)(fang)(fang)(fang)得下(xia)、接(jie)得住(zhu)。要(yao)(yao)(yao)注重(zhong)(zhong)協調配合(he),統(tong)籌(chou)(chou)推進“放(fang)(fang)(fang)(fang)管服”改(gai)(gai)(gai)革(ge)與機構改(gai)(gai)(gai)革(ge)、環(huan)保(bao)垂(chui)改(gai)(gai)(gai)、生(sheng)態(tai)(tai)環(huan)境(jing)保(bao)護(hu)綜合(he)執(zhi)法改(gai)(gai)(gai)革(ge)。

(三)敢(gan)(gan)于擔當,積極(ji)創新(xin)。要(yao)鼓(gu)勵(li)從實際出發,創造性地開(kai)展工作。特別是在加強事(shi)中(zhong)事(shi)后監管、優化政府服務(wu)方面,支持(chi)在吃透改(gai)(gai)革精神(shen)基礎上(shang)創新(xin)突破,在重點領域(yu)和(he)關(guan)(guan)鍵環節的改(gai)(gai)革上(shang)率(lv)先取得突破。要(yao)尊重并發揮好基層首創精神(shen),加強指導協調,支持(chi)基層因(yin)地制(zhi)宜大膽探索,并及(ji)時(shi)總結推廣改(gai)(gai)革經驗(yan)。要(yao)認真貫徹中(zhong)央《關(guan)(guan)于進一(yi)步激(ji)勵(li)廣大干部(bu)新(xin)時(shi)代新(xin)擔當新(xin)作為的意(yi)見》,建(jian)立健全(quan)容(rong)錯糾(jiu)錯機(ji)制(zhi),正(zheng)確對待改(gai)(gai)革進程中(zhong)因(yin)敢(gan)(gan)闖敢(gan)(gan)試出現的過失性錯誤。注意(yi)保(bao)護敢(gan)(gan)于擔當、勇于創新(xin)的干部(bu),不斷激(ji)發干部(bu)干事(shi)創業(ye)的積極(ji)性。

(四)強化督(du)(du)查(cha),跟蹤問效。落(luo)(luo)實好改(gai)革(ge)任務(wu),要(yao)(yao)靠有效監督(du)(du)和嚴(yan)明(ming)紀律。必須(xu)加大督(du)(du)查(cha)力度(du),將今年“放管服”改(gai)革(ge)任務(wu)納入各級生態環境部門重點(dian)工作(zuo)督(du)(du)查(cha)范圍,定期調度(du)督(du)(du)促。既(ji)要(yao)(yao)督(du)(du)任務(wu)、督(du)(du)進度(du)、督(du)(du)成效,也要(yao)(yao)查(cha)認識、查(cha)責任、查(cha)作(zuo)風,確保決策(ce)部署落(luo)(luo)地結(jie)果。要(yao)(yao)嚴(yan)肅(su)責任追究,對(dui)(dui)工作(zuo)不(bu)落(luo)(luo)實的(de)要(yao)(yao)公(gong)開曝光;對(dui)(dui)執行已有明(ming)確規(gui)定不(bu)力的(de)、對(dui)(dui)落(luo)(luo)實改(gai)革(ge)舉措“推拖繞”的(de)、對(dui)(dui)該廢(fei)除的(de)門檻不(bu)廢(fei)除的(de)、對(dui)(dui)不(bu)作(zuo)為亂作(zuo)為的(de),要(yao)(yao)堅決嚴(yan)肅(su)問責,絕不(bu)姑息遷就。
